

We hosted a delegation from Zambia, accompanied by officials from the Uganda Revenue Authority (URA), at our offices in Kololo, Kampala. The visit aimed to benchmark Uganda Re’s experience as the National Surety responsible for the Regional Customs Transit Guarantee (RCTG) Scheme in Uganda.
During the engagement, Nantume Daisy Bbemba, Uganda Re’s RCTG Coordinator, provided key insights into our role in the scheme. She emphasized that Uganda Re’s primary responsibility is to coordinate, manage, and carry out administrative activities, ensuring the seamless operation of the RCTG system.
A crucial aspect of this process involves collecting premiums on behalf of the reinsurance pool, which is managed by ZEP-RE (PTA Reinsurance Company). Daisy also highlighted that the claim ratios under the scheme have been highly favorable, making it a profitable venture—provided that reports are accurate and submitted on time.
As part of the benchmarking activities, the delegation will visit insurance companies involved in issuing the RCTG policy and will later travel to border points alongside URA officials to gain further insights into the scheme’s operations.
